"Don't fraternize"
"Until we are completely sure of the attitudes of the civilian population and until our objectives are completely clear to these people, it is necessary to maintain a strict policy of non-fraternization. Non- fraternization means avoiding close contact with Austrians, and displaying no friendliness, to say nothing of intimacy, towards them - regardless of whether it is toward individual persons or groups, regardless of whether you meet them officially or in private."
